CRMC AGM April 2014

CRMC AGM April 2014

Agenda

  1. This meeting is called by, and shall be chaired and minuted by Philip Bielby. The meeting was opened at 12:05 on Thursday 17th April 2014.
  2. The consititution shall be set for the club as per the draft.
    Proposed by: Philip Bielby
    Seconded by: Paul Broadbridge
    Result: Passed
  3. The base rules for the club shall be set at the 2012 revision of the EMA Riichi Rules. Amendments should be made as a difference from these rules.
    Proposed by: Philip Bielby
    Seconded by: Marion Cable
    Result: Passed
  4. The society holds that the current differences between the EMA rules and the rules according to which we currently play are:
    1. Choosing of seating positions is determined by the result of the roll of a wind die.
    2. When unsuitable numbers are present, the players are chosen according to the following algorithm:
      1. Players who failed to play in the last event they attended due to the result of this algorithm are chosen to play. If this is more than four people the result is undefined.
      2. Remaining seats are obtained by rolling 2d6, with the seats going to the highest rollers (draws re-rolled). Dice rolled off the table score as zero.
    3. If the number of players present is not a multiple of four, but a set of games can be played by willing players present playing more than one game, this is permissible. If more than the requisite number are so inclined, the people playing more than one game are determined by rolling as per a single game, with a seperate play and roll history to that of single game 'immunity' for each number of games played at once.
    4. The wind marker is passed with the current dealer, rather than remaining with the original East.
    5. There are two red five pin.
    6. Walls are formed with overlapping ends (with the right end of each wall touching the inside of the wall to its right), rather than as a square with the corners touching.
    7. The dice are rolled twice to determine where tiles are dealt from (once for the wall, and once for the position), unless a 7 is rolled, in which case the rules are as per the EMA.
    8. Tiles are all dealt by the dealer, rather than being taken by the player they are destined for.
    9. The dice are sometimes placed on the dead wall, rather than will the current dealer (in the EMA rules this indicates the dealer, since the wind marker is with the initial dealer).
    10. After a reach has been declared, the other players leave a gap in their discards to indicate at which point tiles are safe from the reached player.
    11. When a player discards a tile, they call out the tile name out loud.
    12. Yaku are named according to a set of English names, rather than with their Japanese names
    13. Combo counters are not increased upon an exhaustive draw if the dealer is not in tenpai.
    14. Combo counters are not increased upon an abortive draw.
    15. An additional abortive draw of 'all distinct, non-consecutive tiles, except for one pair (after picking up first draw)' is allowed.
    16. The abortive draw of '[after first draw] at least nine different terminals and honours' is not allowed
    17. A yakuman is paid to a player attaining eight combo markers.
    18. East may choose to pass the deal if they have just won a hand as dealer.
    19. The game will additionally be terminated if a player's score drops below -30000 points (i.e. they have no point sticks left).
    20. The game will continue into West if no player has a score above zero points
    21. Player scores start at -5000 points. Players are given 25000 of point sticks at the start (i.e. 30000 points of sticks is zero points in the game).
    22. Uma is set as +20000,0,0,0.
    23. An additional yaku of 'three consecutive pons' is allowed and is worth two fan
    24. The yakuman Nine Gates is allowed as an open hand.
    25. An additional yakuman of 'four consecutive pons' is allowed (open).
    26. An additional yakuman of 'same chi four times' is allowed (open).
    27. The Japanese names for calls (i.e. pon, chi, kan, tsumo, ron) are used - not their Chinese counterparts or any other calls.
